Mr. Kumaresh C. Misra is presently Director Indian Chemical Council, India that is an association of all major manufacturers of chemicals and petrochemicals in India. He is a former Deputy Secretary General of the United Nations Habitat III Conference and has more than 35 years of professional experience including the United Nations, OPCW UNIDO, academia, private sector and government both at the implementation and policy level.

Prior to joining the Habitat III Secretariat, he served as Head of the International Cooperation Branch at the Organisation for the Prohibition of Chemical Weapons (OPCW), The Hague, Netherlands, for 7 years from 2008 -2015. During his tenure, he took several initiatives to promote peaceful uses of chemistry in developing countries. He also initiated the programme of chemical safety and security in the member states, which is now a major area of activity for OPCW.

As Joint Secretary for Chemicals in the Government of India, he managed the interface with the chemical industry and was the focal point for the Rotterdam and Stockholm Conventions. He actively promoted investments in the sector including developing the policy guideline on the Petroleum Chemicals and Petrochemicals Investment Regions (PCPIR).

As a member of the Indian Administrative Service (IAS) Bihar Cadre, he has worked from the field level implementing poverty relief programmes in Bihar and districts now in Jharkhand as well as at policy level in the Prime Minister’s Office of India. He has also worked with the then Ministers of Civil Aviation, Finance and Rural Development. He has also served at the United Nations Industrial Development Organization (UNIDO), Vienna, Austria as a Senior Technical Advisor.

He is a graduate from St. Stephen’s College, Delhi and MBA from Indian Institute of Management, Ahmedabad. He also has a master’s degree from Boston University and holds a degree of bachelor of law.

He is currently focused on enhancing the economic viability and environmental sustainability of the chemical industry as well as promoting chemical safety and security in the chemical industry.
